Per-service watchlist mode

One dropdown per person, per service. It is the only switch: the watchlist sync task ships enabled and no-ops while every service is Untouched, so setting one to Append or Sync here is the whole action.

• Untouched — Kustos never writes to this watchlist; it only reads it.
• Append — Kustos adds missing titles and never removes anything.
• Sync — Kustos mirrors the watchlist: adds what's missing and removes what shouldn't be there. This deletes entries from someone else's watchlist.
